"Urbi et orbi" (from Latin Urbi et orbi). The
maxim is translated as "to the city and the world" and goes back to
the beginning of the XIV century. This year on May 8 are executed 450th anniversary to
providing to residents to Kuressaare the civil rights of local government - a
city charter. The Estonia post celebrates this event by issue of a postage stamp
which is introduced into circulation today, on May 8, 2013. The issue is printed in mini sheet of 20 values.

Kuressaare city (till 1917 the fortress of Arensburg, in
1952-1988 Kingisepp) is the largest settlement of modern Estonia. The administrative
center of the district of Saaremaa it is located on place of the former lock of
the priests for the first time mentioned in chronicles from 1381.
