Võru city was founded in 1784 by order of Catherine the
Great. In 1788 its citizens addressed to the Russian Empress with a request to
construct a Lutheran church. The request was approved and Catherine II
personally gave 28 000 silver rubles on church construction. The part of money
was also offered by volunteers. The blessing of church was carried out on July
24, 1793. The church was called in honor of the Empress.
