In all cities of Azerbaijan the central prospectuses, streets and also numerous objects in different corners of the country are called in honor of Heydar Aliyev. According to official figures, in the country about 60 museums and Heydar Aliyev's centers are. In some mosques are created "Rooms of memory of Heydar Aliyev".

On May 10, 2013 to the President of Independent Azerbaijan Heydar Aliyev it would be executed 90. To celebrate anniversary of "The father of the Azerbaijani people" originally didn't enter into plans of the Post of Russia. On May 6, 2013 the russian post throughout the series “Commander of St. Andrew the Patron of Russia Award” issued a postage stamp devoted to Soviet and Azerbaijani state, party activist and politician, member of the Politburo of the Central Committee of CPSU, President of Azerbaijan from 1993 to 2003, twice  Hero of Socialist Labor Heydar Aliyevich Aliyev (1923-2003).

The issue is printed in mini sheet of 11 values and label with decorating margins.
