On October 6-9, 2006 in Lvov took place the X-th All-Ukrainian philatelic Ukrfileks exhibition. The expositions presented at an exhibition, drew not only attention of mass media, the general philatelic public, but also a great number of guests from abroad. In particular, the representatives of the French society of the Ukrainian philately fans. During work of the exhibition took place the next congress of ASFU: and also re-elections, shifts, buffet receptions, health resorts and all other that is applied for "cultural leisure".
Rewarding of participants and organizers of the exhibition and also other activists of Association of philatelists of Ukraine (ASFU) became a result of these actions. As a special distinction all above-mentioned categories of citizens were awarded by two postage blocks of 18 values "Fifth and Sixth Definitive Post Issues of Ukraine 2001-2006» published by the enterprise "Marka Ukrainy" in day of the exhibition closing.

The perforated type of the block printed in 30 thousand copies was in free sale and arrived into post circulation on all territory of Ukraine on October 9. The imperforated block published by limited circulation of 300 (according to some information 400) copies. To them awarded the exhibitors (about 40 persons), judges, ASFU board, and also "the activists who have made a special contribution to development of the Ukrainian philately". The last were already 100 people. The gift sets in the form of imperforated block enclosed in photo albums and fixed on corners in cardboard cuts, that the enterprise "Marka Ukrainy" prepared in advance. So that sets managed to rest in bed and on corners of blocks traces from album cuts could be recorded strongly. 140 gift sets were in total prepared.
As the majority of functionaries and activists collectors weren't, they right there started selling "deal" at the agreement price to the original philatelists interested in possession in a newly made rarity.

The 250 imperforated blocks which have remained after an exhibition in sale didn't arrive, and were hidden in a warehouse of shop "Marka Ukrainy", from where, later half a year, according to the personal order of the stamp director, were sold to the unidentified person at par value in a non-cash form of payment. This part of circulation has no visible defects and a small party periodically arrives on the philatelic market at the price by 500 times exceeding the par value of the block. Such is the post price in the state or public organization and a payment for loyalty to corruption and theft in independent and free Ukraine.
